The FWBC Advisory Board will provide expert advice to FWBC Chief Executive Leigh Johns on policy and priorities for the inspectorate to deliver a strong but fair set of compliance arrangements for the building and construction sector.
The Advisory Board comprises representatives nominated by employers and employees, as well as three other independent members with industry, law and workplace relations experience, the Fair Work Ombudsman and FWBC Chief Executive.
Members of the Advisory Board are:
- Mr Randell Fuller (Chair) – Employee Relations Manager, Brookfield Multiplex Constructions
- Mr Jim Barrett—Australian Industry Group (employer representative)
- Mr Tim Lyons—ACTU Assistant Secretary (employee representative)
- Ms Judith Bornstein—industrial lawyer and former Commissioner of the Industrial Relations Commission of Victoria
- Mr Peter Henneken—former head of the Queensland Department of Employment and Industrial Relations and current Chair of the Safety Rehabilitation and Compensation Commission.
- Mr Nick Wilson - Fair Work Ombudsman
- Mr Leigh Johns – Chief Executive, Fair Work Building and Construction
“The members of the advisory board have a wealth of experience that will guide the new inspectorate in managing a balanced framework for cooperative and productive workplace relations for this industry,” Mr Shorten said.
“The FWBC with the assistance of its Advisory Board will work for the benefit of everyone in the building and construction industry.
“I encourage all stakeholders to work together to ensure the industry is as harmonious and productive as possible,” Mr Shorten said.

Appointments to the Advisory Board
Mr Randell Fuller (Chair)
Mr Fuller has broad experience developed through varied roles in the construction sector for Brookfield Multiplex Constructions and Baulderstone Hornibrook since 1998, primarily focussed on workplace relations matters. He was also a Development Director with Construction Industry Development Agency and worked in the union sector on award negotiations, arbitration and grievances.
Mr Fuller has represented the industry on state government panels, the most notable being the Building Industry Consultative Committee of the Victorian State Government, where he has been an employer representative.
Mr Jim Barrett
The Australian Industry Group (Ai Group) has nominated Mr Jim Barrett. Prior to joining the Ai Group in 1995, Mr Barrett was Director, Development with the Construction Industry Development Agency. He holds a number of industry appointments in the construction industry.
Mr Tim Lyons
Mr Lyons was nominated by the construction unions. He has been an ACTU Assistant Secretary since 2008 with responsibilities for union education programs, the industrial and policy unit and superannuation and retirement incomes. He is a member of a range of government committees, including in relation to superannuation, workplace relations and procurement. Mr Lyons is a Trustee Director of HESTA superannuation fund, a director of The Union Education Foundation and the Australian representative on the Global Unions Committee on Workers' Capital.
Ms Judith Bornstein
Judith Bornstein is a lawyer with over 25 years’ experience. She is a former Commissioner of the Industrial Relations Commission of Victoria and, in 2009, was a part-time member of the Social Security Appeals Tribunal. Formerly she was an Industrial Officer, then Branch Secretary, at the Association of Draughting, Supervisory and Technical Employees. She was also Organiser for the Victoria Branch of the Federated Miscellaneous Workers Union of Australia. Ms Bornstein has a broad knowledge of the construction industry, having represented clients before the Royal Commission into the Building and Construction Industry in 2001. She has strong experience with workplace relations and the Fair Work Act, having represented clients on employment matters before Fair Work Australia and the Federal Court.
Mr Peter Henneken
Peter Henneken is the Chair of the Safety Rehabilitation and Compensation Commission and was formerly Director-General of the Queensland Department of Employment and Industrial Relations. He has extensive employment relations experience. Mr Henneken also has extensive experience as the chair and director of various statutory authorities and government corporations.
